Notice the distinctive line at the top of the fall where the white and blue water meet. If the trout can get into the blue water area, they have made it. The reason for the color change is this is the edge of the fall where air mixes with water creating the white color. The trout can't get a strong lock in the air/water mix, which means they can't swim at full strength. This big brown will make it. While she landed just a little short of the line, she landed at the right angle which means she can successfully tail-thrash her way over  the last foot.
